This is a male Antillean Red Dragonfly Orthemis schmidti. Dennis Paulson (expert on north American dragonflies) said that it also could be a new species as there are no records on dragonflies from the Dominican Republic, for now he satisfied that this is a sub species of the Orthemis schmidti.
